Make Florida More Hurricane-Resistant
published: Sep 28, 2009

As hurricane-ridden September passes by, much of the news in Florida appears good: Hurricanes, so far, have stayed away from U.S. coastlines, the Legislature has passed a few common-sense reforms to the state's property insurance system and state CFO Alex Sink says that the state's troubled Hurricane Catastrophe Fund (Cat Fund) has gained a firmer fiscal footing. more...

The Meltdown Next Time: The financial danger nobody knows about.

When the insurance giant American International Group was threatened with collapse in late 2008, its credit default swap business and other international operations were cited as the heart of its troubles. But the largest consequence of AIG's uncontrolled failure on consumers' pocketbooks could have come from the domino-like collapse of its businesses writing insurance on boats, cars, homes, lives, and just about everything else. If these businesses fell apart as a result of AIG's overall collapse, the argument went, the contagion could have brought a collapse of everything from retirement savings plans to auto insurance claims payments from companies unconnected to AIG. (In theory, the operations were firewalled from AIG's other operations, but the extremely slow rate at which they've found buyers indicates that many had significant exposure to the company's other woes.) more...

Homeowners’ Defense Act Rewards States for Bad Property Insurance Decisions
by: David C. John and Matt A. Mayer
published: Jul 27, 2009
The newly reintroduced Homeowners' Defense Act (HDA) is a dangerous step toward a federal government subsidy of property insurance coverage for natural disasters. The bill would also make it easier for individual states to create unrealistic disaster insurance programs--with underpriced property insurance policies--by creating a federal reinsurance fund to cover losses suffered by those programs. Attempts to place the risk of property losses due to natural disasters on the federal government are exceptionally bad policy and should be avoided. More...

Tax, Environmental Groups Question Hurricane Bailout Plan
by: Paul Bedard, Washington Whispers
published: Jun 01, 2009
As hurricane season officially starts today, a battle between lawmakers from hurricane states and environmentalist and taxpayer groups is brewing over how to handle natural disasters and their aftermath. The fight was kicked off last month when Florida Rep. Ron Klein introduced the Homeowners' Defense Act, which would let states pool resources to provide national disaster insurance for those living in Hurricane Alley. His argument is that it would spread out the cost, thus making the insurance cheaper for the homeowners living near coastal areas. He says that a similar plan had Sen. Barack Obama's support two years ago. More...
Eli Lehrer: Legislature's continued reliance on Catastrophe Fund a disaster for Florida finances
by: Eli Lehrer, TCPalm Guest Columnist
published: May 31, 2009
When it announced recently that it would rely on the Florida Hurricane Catastrophe Fund alone for its reinsurance, Florida Citizens Property Insurance Corp. placed an already financially troubled state in deeper fiscal peril. In a transaction worthy of unscrupulous financier Bernard Madoff, Citizens — a government agency that writes property insurance for almost one Floridian in four — has thrown away $173 million in taxpayer-paid premium funds for an illusory reinsurance contract. Anticipated hurricanes fuel stormy insurance debate Anticipated hurricanes fuel stormy insurance debate
by: Evan Lehmann, New York TImes ClimateWire
published: May 28, 2009
It's almost hurricane season, and a storm is brewing over the federal government's role in protecting states during climate catastrophes. One side wants Washington to dive into the insurance market to stabilize rising prices of homeowner policies as the number of catastrophes worldwide is growing. The other says that will encourage more coastal development, and is pressing for tougher building standards that can harden existing homes during heavy-hitting storms. More...
Insurance plan won't work (Letter to the Editor)
by: Christian R, Camara, Barney Bishop, John Hallman
published: May 26, 2009
James Lee Witt and James Loy are, quite simply, wrong to suggest that a ''national catastrophe backstop'' would help reduce homeowners' insurance rates for Floridians. (Why we need a federal plan for insurance, May 18 Other Views). In fact, as Florida's own experience with the Hurricane Catastrophe Fund has shown, such arrangements just don't work. The Legislature has already voted to scale back the Cat Fund because it has no chance of paying out its liabilities. More...

This week, I introduced the Homeowners’ Defense Act of 2009, an urgently needed insurance reform bill to lower the cost and increase the availability of homeowners’ insurance around the country. For nearly 140 years, those with an interest in preserving the status quo have fought against regulatory modernisation to protect their bureaucracies. The lack of a national regulator, focused on the national economy, has proven costly. More...

Why Florida Should Not Receive a Pre-Funded Federal Bailout Why Florida Should Not Receive a Pre-Funded Federal Bailout
by: Eli Lehrer
published: Apr 14, 2009
Since early 2009, Florida state officials—both elected and appointed—have repeatedly called on the federal government to provide Florida with loan guarantees, lines of credit, and outright loans from the U.S. Treasury in order to help the state manage the risk of hurricanes, both before and after a major disaster. This short paper argues that Florida should not receive federal loans or loan guarantees and explains why. More...
